In the lore we have civilizations that wield crossbows, and civilizations that don’t understand basic metallurgy. That’s just how the Hyborian age works, and has always worked.

That’s also how the real world works, and has always worked. Pre-Columbian American civilizations had no written language, didn’t work iron, and had no industrial or transportational use for the wheel, when Europeans arrived in their carracks and caravels, wearing steel armor and carrying gunpowder weapons and printed Bibles. Yet they had remarkably highly developed cultures, religions, astronomy and construction.
