Lag while playing the game

I am having mild to severe system lag while playing this game. I have already checked on System Requirements Lab Website and confirmed that I meet both the minimum requirements and the recommended requirements for playing this game. Yet even on the lowest setting and running in DX9 I still get mild to severe system lag
My PC Specs(Please do not comment on the price of the parts and stick to the topic at hand)
CPU: AMD FX 8350 4.0 Ghz
RAM: 32 Gbs
Video Card: Nvidia Geforce GTX 750
Primary Hard Drive: 1 Tbs SSD
Second Hard Drive: 4 Tbs HDD
Operating System: Windows 10 Pro(Version 1709 OS Build 16299.309)
