Yes, you can report them. That is definitely against ToS.

I can’t get a name to show up when I approach the pillars or foundations. In the off chance the guilty party sees this, please remove. Because when/ if you start building there I’ll know who it is.
Repair hammer should allow you to see name, time decay left.
