Large carpet not setting on top of second level floor

When attempting to place the large carpet on a second level floor, it will only place just under the surface of the floor. It will not place “on” the floor".

Its a bug. I think it is on their list, but to be safe I would report it. The work around is to place a second carpet on top of it.
