This one has mixed feelings.
But will start with the clarity.

Hard no.

Acheronian weapons are for those too lazy/afraid to harvest Star Metal.
Star Metal should be the bottom of end game gear.

Hardened Steel? Please, tell this one you are making a bad joke.
It existed to be turned into Black Ice Weapons (or delved, if on Siptah) before those were rendered basically useless. Contending that such items should be mainstay into end game is beyound the pale.

However, a good point is made regarding acquiring Legendaries.
It is no Legendary effort to acquire a few rolls at the Legendary chests. Enjoy all those Akeepgettingthisbitchan Shields.
However, take heart. On officials at least, you can just spawn block the vast majority of them. Go be the change you want to see on your servers.

What game mode are we complaining about again?
It can’t be PvE, because what does it impact a player if someone else has a pile of “unique” loots? Is this one of those E-peen comparison issues, or is it that someone else might be having wrong bad fun?
It also can’t be PvP, because there are no Legendary IEDs. Pretense that war comes down to anything other than a race between explosion and repair, with the random bout of deific wankery, is mighty deep into theorey craft. Considering rando legendaries as having any weight compared to choice building spots indicates a scratch and sniff sticker in the deep end of thinks about but doesn’t actually play land.
So this one must assume we are discussing PvE-C.
Or Dueling mode.

Rando legendaries don’t impact duels.
The two Agility based Spears can.
But that’s about the importance of Agility and the utility of Cripple+Reach on command.
Assuming no one gets lag fragged.
But honestly, this one has been doing just fine rotating between Dragonbone (Sunder and Cripple in a single hit) and Venom Infused (have a dot) between rolls.

If we want to seriously look at “end game” craftables…
Obsidian needs a big boost, and for all the hassle of learning it and getting the material to craft and repair it. In a similar vein, Serpentmen gear is laughably bad for the annoyance of learning it.
Then there is the pathetic pile of yellow snow that is the current version of Black Ice weapons. You have to throw away a hardened steel weapon at an annoying location to get these downgrades with a status affect that might be useful once every Battle Pass season.
Then there’s Khari gear…
What a waste of time and effort.

This one agrees Legendaries are easy to get.
This one howls in laughter at the idea that Hardened Steel weapons should be end game mainstays. Nothing craftable that can be farmed fully within a 15 minute walk from Noob River (and no need to slay anything) should be an end game mainstay. That just panders to the lazy and the cowardly.

At least on Siptah there is Eldarium and Vault gear which, when it isn’t giving you so much corruption you are only viable on PvE servers, is a very logical late game pinnacle craftable that necessitates engagement with the existing content to keep it repaired.
On Exiled Lands, that niche should be filled by Khari gear… Possibly something else added to the Volcano, or a rarer material requirement for Ancient Lemurian (this one suggests Pearls) arms. Disperse it across at least three locations, and let the arma race commense. With the addition of sorcery and blood crystals, this one was very sad that they weren’t the new end game tier of weapons. Gather some Blood Crystal, imbue it with stolen souls, quench in sacrificial blood, craft a high tier weapon that inflicts corruption and gouge when it hits.
But alas, no, instead it was broken up across twitch and the Bazaar and Battle Pass, this doomed to be a doll accessory.

So much missed potential.
