Bosses in the Unnamed City should also drop high tier resources like Star Metal, Hardened Steel Bar, Legendary Armor Repair Kits, and weapons from Legendary chests, too.
I agree with Zerog, sprinkle some starmetal bars in the chests if RNGesus wills it. But everything else has their own place and I think it works well enough.

I could swear I’ve gotten Star Metal ore as drops from NPCs and (maybe?) chests. But it may have just been in the Highlands/North anyway, I can’t remember for sure.
Not to mention Star Metal weapons from the Mounds, which I can then disassemble into ready-to-use bars (at a dreadful rate, but still).
