Location cannot be discovered

The Watchtower (Southeast) cannot be discovered in 2.3. I used to have that location with a character before the update, but I started over after the update and cannot discover it anymore. There is still a ruined tower there, so I assume it’s a bug rather than being removed as a discoverable location.

Even using TeleportPlayer -12240 71061 -13271 or flying around with “Ghost” activated don’t help.

Found while playing Single Player on PC.
