Massive Frame Drop, 80 to 0, then back to 80 every 5 seconds

I cannot play currently. I have reinstalled the game, adjusted every graphic setting I can think of, installed new video card drivers updated windows the last resort I have is to reinstall windows 11. I’ve turned off gamemode, turned it on.

It just started 3 days ago randomly dropping frames. Any ideas?

Alienware laptop about 2 years old on windows 11.

Also my CPU and GPU usage never go over like 50%. 45% GPU usage.

So far after reinstalling windows 11 on a fresh install, it’s made the game run drastically faster. Complete reinstall of windows and complete reinstall of steam, then conan seems to have made it run better.
