Max Ping setting wrong on 1800

The server setting, max ping, is set to 240 on official PVP 1800.

This setting is wrong, and its 140 on all the other officials.

This change occurred when clans from Korea and China came, right after they crashed the server repeatedly, probably because they are duping.
