The medium and light Silent legion armours are not able to be learned in the Exiled lands, they can be spawned in via admin panel. Also, prior to 2.3 release, on testlive they were available from the Archives.
They were removed on TestLive already, so this patch is in line with the TestLive one. Generally, it is not a bug but an intended change, you are welcome to start a general discussion or make a suggestion for re-adding them.
