Memory doesn’t make noise
This is one of your problems:
Regardless of the game your playing… regardless of the computer you have… you should always have some form of a FPS cap, ideally one that won’t murder your computer. In your case you should probably select 60 there.
Your graphics should run fine on medium though with that hardware, unless something else is stressing your computer in the background.
Conan doesn’t use 2 GB of memory, it uses way more, it’s just not part of the working set, but static things loaded in memory. Task manager only shows your working set.
If you open Resource Monitor, you will see the full amount.

Now the difference is that if you would be running low on memory that would simply be paged to your disk and things would still work fine since that data isn’t “urgent” or changing.
The noise is most likely due to fans like @Taemien pointed out. This can be due to many factors, heat is obviously the most obvious.
If your PCs heatsinks are dusty on the inside, dust acts as an insulator and your PC will ramp your fans up to try and compensate. Taking it apart and cleaning it well with compressed air usually helps.
It could also be that your PC is too close to a heat source like a radiator or the case has inefficient ventilation in the first place. (for example if it’s a small tight case or cables are stuffed in at the front blocking airflow etc)
Could also be your CPU cooler making the noise, especially if you have some stock fan that came with it. Getting something like a Noctua silent air cooler will give you much better cooling and way less noise on that component. You can also replace your case fans for more silent ones. GPUs generally have fairly acceptable noise levels nowdays so it’s probably not the primary source of the problem, however like I said above, locking your FPS will likely improve that too as it’s not going to be overstressed when it’s not needed.
And yes!! sell the girlfriend!!

Totally fine. I have 32GB RAM and 36% RAM usage with 2 tabs of chrome open.
Fan noise also goes as size of the fan on a given pc. Some are just noisy AF. The little fans that come on dells and similar can make a ton of noise. Big fans tend to make less as they can move more air. Without changing the fans on an otherwise fine pc, sometimes it helps to just take the sidepanel off.

As it’s been said, it is your fans making the noise. Opening the machine up and cleaning it with compressed air will help a lot. Pay special attention to the fans on the video card it self. If you own a dog or cats the inside of your machine can be pretty bad, both cleaning and then leaving the side panel off should help.
Definitely buy yourself a new girlfriend! Preferably one of the newer models, I think they’re called “gamers.”
