No, it is not normal. Do you own Isle of Siptah DLC? If you have purchased it, you should probably verify your game files.
Arf :/, i have try with mod, now i try without but i not the first time or i dont can craft or find dlc item ( for horse dlc too ) i thinks i need to contact support ! Thanks for your help
