Mounds of the Dead (And other areas) Look horrible, lost volumetric fog

Bug Description:
Volumetric effects seem to have been lost in many areas, this is very notable here at Mounds of the Dead that always had a thick, eerie misty look but now is crushed, flat graphics like old PS2 games

Steps to reproduce:

  1. Visit various volumetric heavy areas like northwest Highlands, jungle, snow etc. Distant objects have clear cartoony look

This mountain and landscape used to be shrouded in beautiful weather effects and fog, has now been stripped absolute bare (Skyfall, south end)
