Considering the timing you mention, that’s when the big push towards seasonal content started. And, as we know, the season duration is predetermined (and I’m sure it’s no coincidence that a season is a quarter of a year, just like fiscal quarters).

I believe we’re seeing a classic “business decisions adversely affecting game development” phenomenon. Most game companies who have a responsibility to outside investors (ie. those who are not developers themselves) can’t afford to release “when it’s ready”.

And I suspect the main focus is on the PC version because it’s the most painless to build without jumping through extra hoops with Sony or Microsoft. But that’s just me guessing.
