My server wont load mods

Hey
me and some friends have a conan server but after the sorcery update it wont load in mods
we did add pippi 3.9.1

first on the test server we have every thing works then on the server we play on and nothing happens no mod loading screen even thou it all looks like the test server set up

well the server set op is a home computer one off our friends have and we use tcadmin to add mods and such am only admin and don’t have full access to it but yeah owner is first home sunday so hoped i could fix it
