Mysterious Inground Hatch on Siptah

Hello Siptanites!

So in the North of Siptah on the beach, there is a mysterious wooden hatch built into the ground. It is however, inoperable. Nearby, there is a small book with a code written on it. Presumably to open the hatch maybe?

Does anyone have any clues about this mystery?

It is located just a few metres away from the oar recipe on the northern beach.
