It is interesting that the majority of the reports, if not all are from RU players. Could there be something related to that region and steam? Does using VPN with another region change anything?
Another thing to try is changing your download region to anything else but Russia:

Another thing I found is that apparently certain providers may restrict ports required by steam. Are you two having the same ISP?

но ведь другие игры которые установлены в стим запускаются кроме этой я допустим с украины и вот такая ерунда с игрой. в стим писал в поддержку прислали ответ (наша хата с краю нечего не знаю ) толком нечего не сказали инструкцию на переустановку windows прислали и всё.
Здоров. То же другие игры запускаются а эта ни в какую , сейчас переустановлю с их рекомендациями и отпишу.

Thank you for your quick response. I reinstalled the game following your recommendations, but it didn’t change anything. The game was not launched for about a year before that everything was running normally. Other multiplayer games in steam run without problems.
Я с психу вмндовс переустановил все проги все игры считай день потратил и что в финале FUNCOM не может соединить со стим БАГОДЕЛЫ !!!

Мда… видимо придется пробовать оформить возврат средств. Вариантов решения нет а игра так и не запускается. Печально
