New characters only start at 2 of the possible spots

I’ve been playing with the character creator on a 2nd xbox account a lot lately, and I noticed something odd about the starting spawn.
After about a dozen times, I realized I was only spawning in the farthest left or farthest right broken highways.

There are 6 different spots you could start at, but the 4 in the middle don’t seem to be working.

I’m pretty sure this is a recent development too, as i did some playing with the creator back in November and I’m pretty sure i started at one of the middle ones at least once before.

Not the worst bug, but I didn’t find a report about it yet.

Steps on how to reproduce issue:

  1. Create a new character
  2. See which broken highway you start at
  3. Repeat steps 1 & 2 a few times
