New npc's and Blood moon are missing

Bug Description:

Certain features of chapter 3 are not present. The blood moon is not active, and the new npc’s at Mek-kamoses’s Spire are missing (golem trainer, merchants, etc.)

Bug Reproduction:

Logged into the game after updating.
