The quality of a home server pretty much depends on what you do with it. The more mods people use and the type of mods, can make a huge impact on performance, depending on what the mod does and depending on how good the hardware is. Particle effects for example can lag the client and many mods use them extensively to add “pretty” effects (not judging, but it can affect performance). Admin built structures using Pippi or simply building as admin can again be a huge hit on the server as they aren’t cooked into the map. So basically, a server/the client will start to suffer with more and more building (and single player will too, but it doesn’t have to divide resources to handle other players in different areas). A game like CE has two performance requirements; the ones listed for the game, and then there are the requirements for how crazy a player(s) goes with building. The second set of requirements vary from user to user.
