No partial nudity applied and no full nudity option

Bug Description:

I recantly got the Game Pass to give the Game a try and saw, that the Game Pass version should come with the Nudity DLC. I wanted to switch it on but first, I only get the Server Options for No or partial Nudity and even activating partial nudity doesn’t chance anything.
I tried rewriting the “MaxNudity” Value in the DefaultServerSettings.ini to 2 and also with no effect.
I checked the Apps on my Windows Settings and there is the Nudity DLC listed.
As far as I noticed, where the recent Posts to this matter abandoned and closed without a solution/answer.

Please provide a step-by-step process of how the bug can be reproduced. Please be as detailed as possible; the more details, the easier it will be for us to find and fix the bug:

  1. Fresh installed game
  2. Spent some time ingame
  3. Get some Male and Female Companions
  4. Attempt to activate the nudity options through standard means

I have now tried to install the regional Specific DLC from the XBox launcher additional to the standard version from the PC Game Pass and to reinstall the game.
I guess, the DLC should be available for my country since I also got a positiv result from the german XBox Page and there still doesn’t appear a full nudity option in the game or the partial nudity is working.
I could really need some help here @Community
