‘Food Provider’ NPC’s in neutral areas, like near Neuters R Us, are unresponsive. Can’t chat or trade with them. Only time they say anything, is when I shoot them. 
Makes things difficult when trying do these holiday quests, like this leet asking me for chocolate cake.
Pity the ‘OT Food Provider’ and ‘Clan Food Provider’ ignore people with neutral faction. They must be selling some OP muffins!
