Npcs not spawning in some areas on unnoficial servers

on out pvp server theres an issue where npcs dont spawn in alot of the volcano, serpermeru and other places, no idea why by its limiting the thralls we can get, any ideas ?

Do you use mods? Maybe some mod interferes.
