Nudity does not work on the purchased version of the game.
The game was purchased in Microsoft Stories.
The rules files doesn’t help.
In the settings there are two options: partial nudity and no nudity.
No full nudity option even with regional DLC installed.

From what iv heard you need to buy the separate DLC from the store that allows the nudity if you purchased it from the Microsoft store since that version goes by Xbox Ms terms.
dlc purchased and installed.
Game max edition. With all dlc.
