Yeah, this is definitely a major part of the decision-making. Rather than a global censorship of all games, they consider which retailers they want to carry their product. That’s why e.g. Sony or Microsoft don’t necessarily censor all of the games they publish, but only those they want to sell to a broader audience in brick&mortar stores.
I guess in the case of Cyberpunk 2077, they either decided that everyone wanted to carry that product in their store no matter its ratings, or they calculated that their target audience would find the game online. I can’t remember if our local supermarkets sold it, but I do remember seeing console versions of Conan Exiles on their shelves.
