Thats cause almost every excuse is the reason.

As mention… ESRB is its own thing, and they have random people who look at games…
One game might get an old lady with nudity issues and be raving mad…
They say this is rating, and then several parties(or 1 party) have a choice to make changes if they want.
Not mention, things like bad press can cause it.
GTA SA almost got AO cause of some stuff, were as GTAV had full, (semi hidden) and manage an M.
But Rockstar doesn’t really give 2 ****. But “Hot Coffee” was both good and bad press that got game in the News
Last of Us Part II had some graphic stuff… manage its rating. Sony pushed it out.
So Clearly Sony doesn’t give 2 **** ether sometimes.
Witcher 3 manage to go M rated, but they didn’t get crazy with sex scenes. They kept it to a safe set of rules. Manage to keep and M rating.
Look, They manage to sneak full nudity into Ps5 version… And then had patch it out.
Cause people had an issue.
Cyberpunk falls in same thing… The Full Nudity is there… they 100% adjusted how it work and limited it. Even forcing camera being unable to move certain ways.
Watchdogs, is another games… had full nudity. People took issue. They gave abunch of NPC underwear.
Then low and behold… some kid, shared a under dress shot showing certain NPC had full V’s. They had Patch it out cause it caused a Stir.
I assume… Funcom or someone said Hey… were getting alot of press about Penis Sliders… Umm maybe we can not do that State Side, cause cry babies might have an issue.
I don’t blame Sony… its clear they don’t care…Inless of Course someone has an issue or brings it up.
Most of time… its a merid of things that cause a game to get M/AO over stupidest things.

Look… PC gets full versions… cause PC…
