Offline player structures not taking damage during PvP hours

After this latest patch on May 29, 2018 enemy players that are offline have their structures take no damage during PvP hours. Did the hours change and I’m unaware? Hours were PST 5pm-11pm. It’s now almost 10pm and structures where the entire tribe is offline take no damage. I didn’t see any ORP listed in the patch notes and to my knowledge Ive never had this problem. Is anyone else experiencing this?

Steps on how to reproduce issue:

  1. Play game
  2. Try to damage enemy player structures when entire tribe is offline.
