One can accept this as one of the conventions without which no game is possible.
But personally, I don’t see anything artificial here at all. Many ancient cities, primarily the cities of the Fertile Triangle (Mesopotamia), were built around temple complexes and were the center of worship for the surrounding inhabitants. Paved roads led to the city gates and from them to the temple, so that believers could pass unhindered. There, in the temples, treasuries were set up where offerings were placed and where the priests accumulated treasures. And in my bases, there is always an altar accessible from the outside in the center on a dais, and I place the chest and treasurer under it.
So for me everything is logical.
