Depends on what you mean by “on purpose”.
Is it premeditated? I haven’t seen anything to convince me that it is. I think these are, as Funcom claims, just mistakes.
Is it convenient for them when these mistakes happen? Yes. Do they hurry to fix them? No. Have they taken steps to prevent those mistakes from happening or to react more quickly when they happened? I haven’t seen any evidence of that, either.
In that sense, I would say that there’s some purposeful behavior at play.
The Bazaar presentation is certainly deceptive, and it’s been like that right from the start. The so-called “bundle prices” are bullshіt, because you never have an option to buy these things separately.
It’s simply a trick to manufacture urgency and manipulate people into buying. So is the Bazaar rotation.
You know who needs to manufacture urgency to trick you into doing something? Scam artists. But of course, marketing is completely different from that. Good marketing experts will even explain how.
Because no one ever relies on word-of-mouth to help with their sales. Anywhere. Ever.
