Yes other games do that as well, just one example is the game Stellaris where you need DLCs to get all achievements since their content is connected to a certain few of them.
Without mentioning any names or making any third-party advertisements.
Think about taming this new Dino, find this new explorer note, complete this new Heist, defeat this new boss, explore all cities in Bulgaria, Romania and Turkey from the new DLC, survive x amount of time at the new area, kill x amount of enemies at the new map, connect this new cities with railways and so on … you name it. Besides that, a lot of well known MMORPGs didnt even allow you to reach max level if you don’t own the DLCs/Addons.
So you see, it’s quite common in the gaming industry to connect new DLCs with new achievements as well, which is not least even demanded by the community to have new goals.
I am very sure that if you look through your game library, you will find a lot of achievements that are only possible by buying new DLCs.
