Two issues.

  1. Adding the ore, the recipes, the feats, ect… would run into the same issue that bronze does, to a lesser extent, but it’s still far more dev intensive than is reasonable to expect… and, more importantly, than the end result is worth.
  2. While the Picts (Hyborian) did use Copper, they were some of the most primitive of peoples in the North. A single culture using a thing is a grand reason to have a placeable or decorative, but not a whole tier. In short, if one cannot make Bronze, but has access to and expertise for Iron, one does not stick with unalloyed Copper.

In the modern era, copper is worth far more than it was historically. It’s industrial value is tied to taming the lightning bolt. Previous Bronze coins were valuable because they were already bronze (assuming it wasn’t the face on the coin and empire backing it), which continues to be used for armour fittings, joining parts, and helms well into the dominance of steel because it could be cast into so many shapes. Bronze coins weren’t just currency, they were also commodity. Nowadays copper is more a commodity than bronze.

TLDR; it’s a grand mod idea, but this one would rather the core game either keep tighter focus, or jump all the way in. Half measures are so often disappointing.
