Penitents bridge building issue?

Problems to build on “penitents bridge” (Ingame Map: D10 ) (west of the island, the most northern bridge (broken) over the river valley)

We try to build on top of the bridge. You can build at the destroeyd end of the bridge and on the landside before the bridge begins. But not on the part between.
The same on the west side of the broken bridge.

Looks like there is a blockade to build… is that intended or a bug?
