based on that image - there is only naked crew without any ship… and i am more likely on rumor, that time when they add that pirate outfit, they add also actual boats or mini ships…

It’s entirely possible that the watcher’s items were already completed, but the pirate stuff was still in the oven, so to speak.

Or they’re currently working on another patch, and decided to include this stuff with it because it’s simpler to just put them out together.
