Modern India is the heir of many civilizations.
More importantly, the effluence still has to go somewhere, even if it’s leaving the town. Dumping into rivers, especially if one has low regards for those downstream, is an extremely old practice (still en vogue with certain wannabe Captain Planet villains).
Heh, there are documents suggesting it was a military tactic at various times in China, right up there with literally redirecting the Yangtze and Hunag He (yellow) rivers.
