At the archivist in unnamed city. Turning in fragments of power.
I get the scrolls and read them but the knowledge disappears less than a second after from my survival tab.
Tested on 2 private servers with different settings and 0 mods.
If I get 1 at the time read it then wait over a minute sometimes the recipe sticks.
Imagine my disappointment after burning 25 fragments and reading/using the scrolls to find out I gained nothing out of it.
While 90% of the rewards are CRAP the only thing I want is the station marker signs
