As a normal user (not an admin), I can freely build and place thralls inside the silver mine:

I can not build on single player (not testlive).
New bug?
There was an issue with thralls not willing to enter this place so while that was fixed, they may have forgotten to set the no building area.

Thanks for the heads-up. We’ve sent note to our team so they can look into it. Should they confirm this bug on our end, its fix will probably not make it into the first live release of 2.2 as it’s currently being readied for launch.
