Problems making a server

so i went with low.ms as the server provider. all im trying to do is have a small 10 man server and load my single player save

i reinstall the server so its fresh
then i delete the game.db in the saved file section
then i upload the game.db from my saved file section
and i run into 2 situations

A. the server no longer shows up in the server list

B.it does show up and when i try an join it has me making a new toon

Did you stop the server?
Did you start only FTP before uploading your save?
Did you manually start the server, after uploading in FTP mode?
Are you using mods?
