Seems to me one of the standard perks everyone goes for is health regeneration. Thus, this perk should be a default state of play (balanced). PvP players are not the only gamers playing and should not have the loudest voice. Every move to balance health regen for PvP takes something away from Singleplayer co-op offline.
Solo players need a decent health regen mechanism that doesn’t require carrying stacks of health options that essentially get used up on the first encounter due to minimal health benefits. Additionally, not everyone is level 60. Some players are actually leveling and other perks take priority like 10% less stamina used while climbing.
I play too. I play solo. I should not be penalized for that choice.
