I can’t speak of playstation, but in our house we have 2 Xbox oneX with ssd drives, 3 gaming pc’s all way above recommended specs.
From my experience besides a few console specific bugs, we see the exact same nerfs to visuals after their optimization rounds, grass and other foliage spawning right in fron of you as you move, placeables that start out blinking purple for a second before spawning in and sometimes a few seconds after, textures that used to look more detailed suddenly looking bad close up etc.
You name it, pretty much everything I have seen getting worse on our Xbox has also applied to our experience on PC’s.
My pc is I9 9900K cpu, RTX2080TI 11 gb, 32 gb DDR4 3200hz ram, 2 TB Samsung EVO 970 NVME drive, it is a couple of generations old, but still far beyond what is needed to run Conan Exiles in 1440p at 60-100 fps or more with all graphical settings on epic.
Off course there is a difference between my pc and our Xbox or even the newest console of any kind in performance, my pc can easily outperfom any console, but still I see the nerf/degrades in the same way on both…Why?
I think the answer is that all their optimizations probably aren’t done differently between consoles and pc’s, their focus is on the minimum requirements of pc and consoles.
My guess is that is why they never made a special version for newer generations of consoles
