The sets should really be sold as complete sets. Most of this blame can be put on the contemporaries and the general consumer allowing it to continue by refusing to refrain from purchasing. In Everquest 2 (the first game to really offer paid building sets similar to this) has you pay individually for each building piece (you cannot craft as much as you want). Its only a few cents each. But that adds up.

The biggest issue I have, is while some state that the rest of the sets will come later, we don’t actually know that. One might be willing to pay in bits and pieces, but may simply not have an option to.
