You need legendary repair kit which I think you can get from some armourers.
thats for weapons. it doesnt work for armor.
What armor piece do you have that is legendary as I will check on my end to see what is needed once I am able to if you want?

Found nothing so far but i am still looking
I hope we get a way to repair legendary armor soon, I just had my prayers answered and looted a mask that applies night vision and I would like to keep it around.
