RP Single Player question: how can I make a neutral ground inn that multiple clans can use?

I play in SP but use different co-op accounts/clans to make multiple safe and danger zones, be it camps, cities/kingdoms, creature havens etc etc. But I was wondering how to set neutral areas like inns and shops that all factions can use.
