"Salting The Wounds" perk isn't working

Type of issue: Bug
Server type: PvE

Mods?: yes
Edition: Steam

Bug Description: The “Salting The Wounds” Perk doesn’t seem to be working

Expected Behavior:

When using this perk i expected to deal more damage when the enemy is affected by negative status effects (bleeding, cripple etc.), But the damage with and without the negative status is the same.

Installed Mods:
Pickup+
ThrallRadius
Hosav’s Custom UI Mod - 2.2.1

Steps to Reproduce:

1. Attack the enemy without negative status effects .
2. Apply any negative status effect, i’m using “bleed”.
3. Attack the enemy again while it’s still bleeding.
4. Compare the damage numbers to see if the damage was higher WITH the negative effects applied.

Really the important one is Hosav’s so you can see the damage #s. Without that, you won’t be able to tell in detail if the perk is working because you won’t have any #s to work with.
