Second perk in encumbrance not working!
Cripple is always severe, and it’s caused a shift in the combat system, skill is trumped by numbers. Please address this, as there was no announcement of cripple being reworked in the patch notes…

I play on ps4 and I noticed the same thing, meaning that I didn’t had significant change on crippling after the second perk of encumbrance.
