Second skin attribute dosint work

Bug Description:
The Second skin dose not work I leveled up to second skin and the armor is still as heavy nothing changed

Bug Reproduction:
I leveled up to second skin I selected second skin and my weight never changed nor went down the armor still as heavy as before I know 25% is not much but it is supposed to weight a good amount less but it never happened
