Seriously??
Unfortunately we had an ongoing issue with the Character Transfer feature right after the latest patch release.
That issue has since been addressed and you should be able to start transferring characters after the daily server restart (different for every region)

Earlier today I managed to transfer my Exiled Lands character to Siptah but there was only one server available for transfer. I’m guessing that more will be available soon.
