Can I transfer my character now over encumbered to the designated server or do I have to wait until the transfer date to move over with all the things in my backpack?
You have to wait but I would advise you to not keep your stuff on you but do it the day before the merge because the odds are that you will die and lose it all before the merge maintenance unless Funcom have the drop on death disabled on the servers that are being shut down.
