Im tryn to transfer my toon from a server that is shutting down. when I do it gives me -8-21. WTH does that mean. please somebody from Funcom answer. I have read random peoples replies and they DO NOT answer the question.

There is a 30-day timer for transfers (a temporary setting due to some bug or exploit). In your case, it might be 8 hours and 21 minutes for you to transfer to another server.
Also please make sure you pick a server you can transfer to. Some servers have the transfers shut off (private) and official servers you can only transfer to same type or lower type. (1. PvP, 2. PvE-C, 3. PvE and 4. Private if allowed)

What do the numbers mean. as they change each time I log in tryn to transfer… it went from -1-14 to -2-20

I would think it would go lower. Odd it went up.
