Should the purge meter start right away?

I was just wondering what people think. Should the purge meter start right at the start of the game? Or maybe at a certain character level?

There are places in the Exiled Lands that one can use as a base without putting any foundations down. Thus, circumventing the purge. This is what made me wonder.

Yes and no while a place that would allow a base like that has very little time before decay and in
Pvp they find it u fuc so on pve it would matter as we cannot kill each other even though we Barbarian but hey that just me but both ways have advantages and disadvantages
