I think I found a solution that works after perusing other threads on this topic. I found two files
weathereffects.pak
weathereffects.sig
I deleted both of these files and then recovered them by running the validation routine.
After travelling to the jungle, it was raining the moment I crossed the border. Didn’t even have to wait.
